I started getting this error immediately after the 12.04LTS to 14.04 LTS upgrade. Like Andrew above, I'm running 64-bit Ubuntu, although in my case it's the only OS on the system.
Ever since, I get this error when I run an update, probably because it never leaves the "to be installed" queue. It also comes up often when I install an app using the Software Centre or apt-get -- the Software Centre gives me a "could not install" error, but the chosen app always does install. Guessing from which apps I get the error for, I'd say the error appears when the app needs tex-common as a resource. Tex-common v4.04 is reported as being installed successfully. I haven't done much of anything to fix this.
