This looks to me like it's behaving properly: the requests are going out
to the right tftp server, on the tftp port; and do seem to be prefixed
with /grub/. Are you saying a correct path would be something more along
the lines of '/grub/grub/grub.cfg' on your system?
I think you would probably want your prefix to be set to
"(tftp,10.10.1.13)/boot/grub"; since a generic call to grub-mknetdir
creates /srv/tftp/boot/grub/*; and one would expect the tftproot on the
TFTP server to be set to just /srv/tftp.
