@jondee: those are the intel pstate governors. You should be able to confirm this using the cpufreq-info command.
If you disable intel pstate and reboot you should get the option of using the other governors (like ondemand) - see http://askubuntu.com/questions/501840/ubuntu-14-04-used-too-much- processor-after-latest-updatest, except you want to use intel_pstate=disable instead of intel_pstate=enable. I recommend sticking with intel pstate, though, as it appears to use less power and give better performance.
