i experienced similar symptoms. it finally turns out that the problem was the permissions of /usr/local/lib/python2.7/dist-packages (and it's subfolders) I'm still trying to figure out what it was that touched the permissions (or why it has that permission from the begining), but running 'chmod 755 /usr/local/lib/python2.7/dist-packages/* -R' fixed the problem. hope it will help you too.
