Sadly this seems to be an old bug, I just confirmed the drag-and-drop 'Copy, not Move' behavior on the older Thunar with Xubuntu 12.04 LTS.
BTW my NTFS partition is mounted in /etc/fstab using defaults. Example file is world writable: -rwxrwxrwx 2 root root 329 Jun 26 2014 linux-writeable.rtf Same symptom on my current Linux Mint 17 with thunar version: 1.6.3-1ubuntu5 . Just to be clear, d-n-d Move works as expected with source and destination on an EXT4 partition.
