Binary package hint: compiz
When desktop effects are enabled, compiz uses the same effect for
tooltips as it does for opening and closing windows. This causes
tooltips to "flash" in a very irritating manner as the appear and
disappear. Compiz should simply display and close tooltips without any
effects.
