With issues like this, there is a difficult balance to address. In some cases, the answer is that it's not for the documentation to fix, it's something that needs to be fixed with Ubuntu. In other cases, the issue is so widespread that it's helpful to include information about how to address it.
In this case, the issue is specific to certain models of laptop, and the proposed solution (uswsusp) is something that has been specifically rejected by Ubuntu developers for inclusion for reasons which we have to assume are sound. I don't think that we can include documentation to help.
