With Xubuntu (probably the other 2 as well, but I've not tested) this is also a problem at 800x600 resultion.
As above, the install window also goes just below the bottom of the screen so that the buttons at the bottom are not reachable. However, at this resolution installation is possible, by setting the panels at the top and bottom of the screen to autohide and moving the install window up to the top of the screen, then the buttons are just reachable.
