Happened for me on Kubuntu 14.04 LTS (up to date). Logs: qdbus --system org.freedesktop.UPower /org/freedesktop/UPower/devices/battery_BAT0 org.freedesktop.UPower.Device.Percentage
Shows: 44 Applet shows 100%, see screenshot. Note, that I also have wireless keyboard and mouse obviously with batteries. Maybe such config somehow screws up the applet for the main notebook battery? Notebook is ThinkPad T540p if it helps...
