plucky, no need to do a reinstall at this point. What was needed was information regarding which release did the regression occur between. Given that the issue didn't occur in Utopic, but did in Vivid, this has been identified.
According to https://launchpad.net/ubuntu/+source/network-manager given how going from Utopic to Vivid didn't change the version of network- manager, but only the downstream (Ubuntu) patches changed, this would appear to be a downstream issue versus an upstream one.
