Public bug reported:

1) lsb_release -rd
Description: Ubuntu 14.04.1 LTS
Release: 14.04

2) apt-cache policy qjoypad
qjoypad:
  Installed: 4.1.0-0ubuntu1
  Candidate: 4.1.0-0ubuntu1
  Version table:
 *** 4.1.0-0ubuntu1 0
        500 http://us.archive.ubuntu.com/ubuntu/ trusty/universe amd64 Packages
        100 /var/lib/dpkg/status

3) What is expected to happen when one installs via the standard Ubuntu
ISO (not Kubuntu), and logs into gnome-session-fallback, is that when
one runs the qjoypad, either a taskbar icon shows up, or preferrably the
GUI window shows up as viewed at
http://qjoypad.sourceforge.net/#screenshots .

What happens instead is first, the default GUI launch icon looks as if no icon
is associated with it (not the scope of this bug report). Next, when one clicks
it, no window ever opens. If one attempts to launch it again, it notes in a
popup window:
QJoyPad 4.1 - Instance Error
There is already a running instance of QJoyPad; please close the old instance
before starting a new one.

WORKAROUND: What one may notice is the network icon in the System Tray
moves over to the right 0.5 inches, with a blank space. However, if one
clicks this newly created space, then the program window opens as per
attached systray.png .
