Well, there are different meanings depending on the LP team, I'm used to mark as "fix committed" bugs which have a fix available upstream because I think that "fix committed" for Ubuntu doesn't have a lot of sense, if you upload the package, a few ours after it's "fix released" and it's good do make a difference between the triaged state (we have all information to fix the bug) and "fix committed" (ok, there's a fix).
