That's an interesting suggestion - however, where do I find those people? It might actually be quite a good idea to invent an open-source job market where I could post "Who is going to fix https://bugs.kde.org/show_bug.cgi?id=184062 for € 20?" I am not sure about the legal implications, however... Actually, that could be integrated into the bug-tracking system. Instead of casting a vote, we could pledge a bounty.
