Well, unfortunately it seems that indicator-weather was dropped from the repos after Precise (http://packages.ubuntu.com/search?keywords =indicator-weather). Given that Lubuntu support for Precise ended a while back (it's not an LTS, but an 18 month support cycle https://wiki.ubuntu.com/PrecisePangolin/ReleaseNotes/Lubuntu#Support), I would say there's little we can do to fix this, even with the fact that Ubuntu Precise is still supported (https://wiki.ubuntu.com/Releases).
That is, at least assuming that it is only with LXDE that this problem is caused. I wouldn't be surprised by this considering that the page for the applet explains that it's meant to work no GNOME (https://launchpad.net/weather-indicator). That being said, I'm pretty sure this is outside the scope of the program.
