Well, unfortunately it seems that indicator-weather was dropped from the
repos after Precise (http://packages.ubuntu.com/search?keywords
=indicator-weather). Given that Lubuntu support for Precise ended a
while back (it's not an LTS, but an 18 month support cycle
https://wiki.ubuntu.com/PrecisePangolin/ReleaseNotes/Lubuntu#Support), I
would say there's little we can do to fix this, even with the fact that
Ubuntu Precise is still supported (https://wiki.ubuntu.com/Releases).

That is, at least assuming that it is only with LXDE that this problem
is caused. I wouldn't be surprised by this considering that the page for
the applet explains that it's meant to work no GNOME
(https://launchpad.net/weather-indicator). That being said, I'm pretty
sure this is outside the scope of the program.

Needless to say, for all of you using this with anything beyond 12.04,
if you want to keep it, DO NOT dist-upgrade ;)
