Yes, this sounds like a reasonable way forward.

Note that I've already created a bug for backporting 1.0.2 to utopic:

I will remove vivid from the description of this bug.

  To my surprise,  version 0.7.3-3ubuntu1 of osm-gps-map has not
  automatically made its way into utopic and vivid. This was an SRU for
  trusty. See LP: #1312890 and LP: #1320359
