This appears to be broken again in Ubuntu 14.10. I've had a look through the code and DOC_PREFIX is only set to /usr/share/doc/drush when there's a README.md file there; on my system that file is present but compressed and named README.md.gz, so the logic for finding it in /usr/share/php/drush/includes/bootstrap.inc doesn't find it and the DOC_PREFIX is left as /usr/share/php/drush/examples.
