yeah, it looks like the upstream author is changing over to non- microsoft ftps, even though the regular ftp.microsoft.com seems to be working (ie, works for me). They must have had a lot of trouble with ftp.microsoft.com in the past.
I expect this fix will be incorporated in the next Ubuntu release.
