Between the 2 upstream reports, it appears the bug occurs in 3.5.x and 3.6.x, but is fixed from 3.7 onwards. The upstream info also led me to find a workaround (for my specific instance, anyway): in the "Format Axis" dialog, one can click on the "Numbers" tab, uncheck "source format" (if it's checked), then choose Category: Number and Format: General. Then click "OK" and open the "Format Axis" dialog _again_, and then everything should work as expected.
