It should be writen as "Configuración del sistema".
"Ajustes de configuración" is more accurate, "Sistema" would be a good Idea if 
you think you're using too many words but it's less descriptive. 
In the way I use Spanish language (I'm spaniard)," Ajustes de configuración" 
would be the perfect definition for the action you're going to make when you 
push this icon, anyway,  Check it out with some other people from 
"Latino-America", most of the time semantics is the same, but some other it 
changes.
In short: "Sistema" could work, but "Ajustes del sistema" it's in Spanish 
(Castillian) language the best choice.
