This is not actually a bug, but rather is intended behaviour.
Installing xgl now makes it start automatically.  Among other things,
this means that those people who are already starting Xgl in a session
script will have problems doing that, as they'll be trying to start it
twice.

There is bug #136962 which affects people on the removal of Xgl - I'll
attempt to fix this shortly.
