This also affected me.

When I attempt to connect to a VPN using the network connection icon in
the system try, nothing would happen. (Literally nothing: no error
message, no ui changes, no "attempting to connect" icon animation, etc.)

The minimal workaround I used was this:

1. Delete ~/.gconf/apps/nm-applet/%gconf.xml  (file attached).
2. Log out then log back in.

So far the file has not reappeared.
