Public bug reported: I have an N4 (mako) which, as of the beginning of the month, was able to connect to the cell network with no problems. After a recent update, it seems to no longer be able to see the network.
I'm on the devel channel (not devel-proposed), and currently on build number 119. The problem seemed to begin prior to build 113 - I applied both 113 and 119 yesterday to try to fix the problem. I've manually invoked '/usr/share/urfkill/scripts/flight-mode', and that seems to suffice to bring the phone online; but it's not good that the phone was in an inconsistent state and I couldn't figure out how to enable the modem except from the commandline.
