Have you read https://wiki.ubuntu.com/UbuntuDevelopment/NewPackages? Is
there a specific reason that you are not following the Debian route for
adding packages to Ubuntu?

This is not suitable for Ubuntu. I believe it is not suitable for Debian
as well. Packages are expected to include everything required to make
the program shipped functional. Depending dynamically on an external
Internet source is generally not acceptable.
Please repackage this with all source code included in the source
package.
