As Tiago says, the test-message-waiting script might give some insight.
I tested a certain type of voice mail waiting indicator messages (with
an Anritsu MD8470A network simulator, hard-coding the messages' data
coding schemes), and get output like this:

root@ubuntu-phablet:~# /usr/share/ofono/scripts/test-message-waiting 
Voicemail waiting: 0
Voicemail message count: 0
Voicemail mailbox number: 
MessageWaiting property: 'VoicemailWaiting' changed to '1'
MessageWaiting property: 'VoicemailWaiting' changed to '0'

I don't think the 'CPHS' part is a problem, AFAIK some parts of the
(ancient) CPHS spec are incorporated into 3GPP anyway, and some bits are
explicitly implemented in oFono.

But there might be a problem if the message is not even received by
oFono but stays in the modem and the SIM card. I just reported bug
1337114 with some more detail.

This scenario could be confirmed by getting detailed oFono logs:
 * replace file /etc/init/ofono.override with the attached one
 * reboot
 * re-test receiving voicemail indications
 * attach /var/log/syslog to the bug report (you should find 
'UNSOL_RESPONSE_NEW_SMS_ON_SIM' or 'RIL_UNSOL_RESPONSE_NEW_SMS' in the log file)

Pat, do you think we can find someone in the UK with Orange subscription
that could test this?
