I reproduced this issue in ubuntu-13.10-desktop-amd64.iso. Now, I found https://launchpad.net/ubuntu/+source/apt/0.9.9.1~ubuntu3.1/+build/5879608 . I will try downgrade test in ubuntu-13.10-desktop-amd64.iso + apt-get dist-upgrade + apt_0.9.9.1~ubuntu3.1 .
