This change was intentionally made in tzdata 2014b:

     Crimea switches to Moscow time on 2014-03-30 at 02:00 local time.
     (Thanks to Alexander Krivenyshev.)  Move its zone.tab entry from UA
     to RU.

The code change references http://vz.ru/news/2014/3/17/677464.html which
I can't read, but I assume explains the change.

I understand that this might be a political issue (and a rather
sensitive one, at that), but tzdata upstream (and downstream consumers
like us) try to stay out of that, and just go with what the governments
of various regions tell us the time should be.

Please take it up upstream if you feel this particular case is
incorrect.
