Hm. You shouldn't need a pkg-config file for FSharp.Core.dll because you
should never have to reference it explicitly. The fsharp compiler
automatically adds a reference when you build.

Could you please provide some extra debugging information:
*) The Ubuntu release you're using
*) The version of the fsharp package
*) The version of the monodevelop package
*) Any output that MonoDevelop is generating
*) The output of running fsharpc on your .fs file directly

For what it's worth, F# works for me in MonoDevelop :)
