3) What is expected to happen in a default Xubuntu install is when one
uses the touchpad to scroll down a window in a browser or document, it
doesn't start switching through windows randomly.

4) What happens instead is it does. Nobody expects this behavior by
default. While it's interesting to have this feature as an available
option, having it enabled by default only detracts from the Xubuntu
experience.

WORKAROUND: Settings -> Window Manager Tweaks -> Workspaces -> uncheck
"Use the the mouse wheel on the desktop to switch workspaces"
