This is Invalid. It is not true that accounts "need to be explicitly
autho[r]ized, back in the account detail page in system settings": as
shown in the spec, they should be authorized using a UOA-provided dialog
within the app. <http://goo.gl/TiAr83>

"open[ing] the account permissions page once the account is ready"
wouldn't work as an alternative to this, because UOA has no knowledge of
which apps might want to use the account. The app you want to use the
account with might not even be installed yet!
