It is really 100% reproduceable. I have tried to remove ppa with ppa-purge utility, and hotkeys starts work in latin layout, but stops in non-latin (RU) layout. Then I hev tried to add ppa again, and situation became inverted: latin layout - no hotkeys, ru layout - working hotkeys.
