Public bug reported:

I upgraded from 13.10 to 14.04 via the update manager. Before upgrade
Grub was in the Ubuntu partition and I booted Grub via the windows7
bootmenu (modified with EasyBCD). During the Upgrade grub was
automatically installed in MBR. After reboot it showed Grub, but
choosing Ubuntu, it did initialize a start (Screen changed) then
stopped. (Windows worked fine). I noticed however there was no disk
activity at all. So I suspected something wrong with the Ubuntu Grub
entry. I then installed 14.04 on another partition with the live.iso on
USB, Grub was renewed in the process, and then the upgraded partition
did start and all was well with the upgrade.

Expected behaviour: Keep Grub in the Partition or move it to the MBR
after asking. If allowed to move Grub to MBR, it should at least work.
