Public bug reported:

The new LIM menu bar stops working in VLC after opening and closing
Preferences.

Steps to reproduce:
1.) Open VLC, hover over window title to verify LIM is working at first.
2.) Open Tools->Preferences
3.) Click cancel to close Preferences
4.) Hover over VLC window title. LIM does not appear.
5.) LIM reappears if you maximize and unmaximize the VLC window.
