Re-tested on mako running image #u4 and the following updated packages &
setup:

 - telepathy-ofono: 0.2+14.04.20140407-0ubuntu1~awe1 ( ppa:awe/ppa )

Other Setup:
 - /etc/system-image/writable-paths needs an entry for /var/lib/urfkill
 - rild.conf and ofono.override need to be manually uploaded to /etc/init

Re-confirmed the original bug description.  On reboot, flight-mode is
still enabled, however the mode is Online.
