You can restart it manually.  It has taken me as many as five attempts
to get it to run and stay running.  Other than that, the best solution
is a complete restart.  I haven’t the faintest idea why it is behaving
this way, though.

To restart it manually, just press Alt+F2 to bring up the “Run” dialog,
and type “gnome-settings-daemon”.  If it stays running, you do not have
to try again.  :-P
