Public bug reported:

I've installed Lubuntu 14.04 from scratch using the 32 bit ISO downloaded from 
the official website. I made a bootable USB drive and installed it from there. 
During the install process, I chose Italian as the installer language, Italian 
as the operating system language, Italian as the keyboard layout and Rome as 
the time zone.
After the install process was over and the system was rebooted, I found out the 
following:
- even though "Italian" was selected in the drop down language selection menu, 
the actual keyboard layout matched English-USA so a lot of characters were out 
of place;
- after logging in and opening the Language selection control panel, I got a 
warning about language support not being completely installed (can't see why); 
I acknowledged the prompt to download and install the missing components; I 
rebooted, but the problem with the logon screen was not resolved;
- I noticed that the English language was installed in the language selection 
list, even though at no stage during the install process I had chosen to use 
it; I tried to uninstall it but it didn't fix the problem with the logon screen 
keyboard layout which stayed EN-US.

Steps to reproduce:
- just install Lubuntu 14.04/32 bits from scratch, choosing Italian as the 
language and as the keyboard layout
