Must admit the two scripts as they are installed on my test system differ more. Weirdly in your output there was a version check of
++ DRBDADM_VERSION_CODE=0x08030b ++ DRBDADM_VERSION=8.3.11 + (( 0x08030b >= 0x080302 )) and that check I cannot find in the heartbeat/drbd script. And the linbit/drbd script in rc4 would compare against 0x080400.
