This is the page of the upstream «bug», it is said there that there is no need to disable SVN in kdevelop anymore, since licensing issues have been resolved. Unfortunately, kdevelop 4.6.0 from KDE SC 4.13.0 in ubuntu saucy (14.04) does not feature SVN plugin either.
