It works for me, an MKV video is recorded and saved in ~/Videos. However I get an error message when stopping recording: CameraBin error: "Could not encode stream." Upon playback the video has the last two or three seconds missing, however.
The error posted by the OP happens to me when running two instances of the app, since the video device gets locked.
