So it seems that pps-tools needs to be added as a build dependency to the ntp package. Here is the current Debian ntp package control file: http://anonscm.debian.org/viewvc/pkg-ntp/ntp/trunk/debian/control?view=markup A bug report to do exactly that already exists since October 2012: https://bugs.debian.org/691672 If that were fixed, the change would then flow down to Ubuntu.
