This doesn't have anything to do with grub: what media your system boots is up to your bios. Normally you would configure your bios to boot from the internal hard disk and have to press a key such as F12 at boot time to override that and boot from the usb stick instead. If the bios boots from the usb stick, then grub there is going to do what it is supposed to: boot the installer on the usb stick.
