I pushed a fix for the issues I was able to reproduce here: lp:~mvo/ubuntu-release-upgrader/lp1309447 it will use C.UTF-8 when the LANG is unset or set to C to ensure that the release upgrader does not fall over on a utf8 sources.list file.
