A week after the original post I have found that the app in the panel is always turned off when either the computer is turned off or just put in hibernation. Sometimes by opening that app and going to the actual mouse on/off button I click that button and the connection is established. It appears, that the app's on/of should never be turned off as long as a mouse has ever been connected.
