Public bug reported: The issue is that the settings synclient uses for the touchpad are wrong. If you compare the settings used in Ubuntu versus the ones used in Kubuntu, you'll notice 3 key options which make the touchpad unusable. The settings are: MaxTapMove, VertScrollDelta and HorizScrolDelta. What lead me to believe kde is the culprit is even though I added an Xorg config file and verified it loaded the settings, synclient showed the old broken settings. If you open up the kcm- touchpad config and look for the UI widgets that allow you to modify these settings, their value ranges disallow setting them to the correct values (535 for MaxTapMove and -243 for both Vert and HorizScrollDelta). The only way to workaround this is to use synclient itself to set these values. Once that is done, the touchpad will perform as well as it does under Ubuntu.
