@david-partain, this has been fixed in trusty, what you are experiencing is a new bug altogether.
I was able to verify that forcing the bootdev in the preseed file does indeed force grub to install onto /dev/sdb when using the non-netboot install. However, when using the same preseed file with the netboot install I experienced the issue david-partain is complaining about. The grub- installer stage creates a red screen with the error message "Unable to install Grub in /dev/sdb Executing 'grub-install /dev/sdb' failed. This is a fatal error " Looking at virtual terminal 4 there is an error message "grub-install: error: unable to identify a filesystem in hostdisk//dev/sdb; safety check can't be performed."
