Public bug reported:

Right after installing Lubuntu there is a bug on the software center. It
only shows installed packages even when trying to browse programs. This
issue was on the last LTS either and althought it can be overcame whith
a dpkg-reconfigure lubuntu-software-center it is quiet an inconvenient
issue for a newbie.
