Public bug reported:

lxsession-logout does not have a configuration option to prevent the
screen from locking when resuming.

xfce-power-manager has a GUI option 'Lock screen when going for
suspend/hibernate' which works for closing the laptop lid, inactivity
timeout and tray context menu but is not conveyed to lxsession-logout.

The only hacky solution I am aware of is to edit the lxlock script and
comment out lock programs so they don't work but this prevents the
ability to lock the screen manually from the lxsession-logout menu.
