Vitaliy Kulikov (slonua) is right, this change was canceled later. Here is the news: http://www.timeanddate.com/news/time/ukraine-time-change-2013.html Quote: This is not the first time that Ukrainian politicians have tried to scrap DST. In 2011, the Ukrainian parliament voted against the switch between DST and standard time, but later abandoned the plan.
So, right now this is how it goes: http://www.timeanddate.com/time/change/ukraine/kyiv Could someone take a look at it? Last year I have need to switch between Kiev and non-Kiev region to keep my time up to date. If you need some more official source please point out one for me and I look for the update there.
