I can confirm this bug. After installing the stock gutsy tribe 4 cd,
doing an update and upgrade, I get a black screen and a crashed X
(system hangs) until I boot in safe mode. Fglrx works obviously.

I have tried the packages as suggested above: booting with those
packages results in a very garbled screen, but a perfectly visible mouse
cursor (the same results as many of the bug reports with ati driver).
CTRL-ALT-Backspace or CTRL-ALT-F1 results in a crashed X (system hangs)

The Xorg.0.log resulting from this is attached. Hopefully it is useful.

Looking forward to dump fglrx and xgl crap and use free drivers on my
notebook! Keep it up!!
