When I faced above issue (mentioned in the subject) I tried to reboot
unity on someone's suggest in the Ubuntu forums using the following
command.
In the terminal,
> unity --reset
And it stopped at some point mentioning that bug has to be reportwd

when restarted the Ubuntu pc and after logging in, the launcher on
left hand side and bar on top aren't seen.
