Public bug reported:

Give added users a unique ID rather than an ID based on the order they
are added.

Scenario - 
Ubuntu is installed on lots of PCs in my family.
In my house, I might be user 1002
If I add myself as a user to a PC at my wifes families house, I might be user 
1007.
If I add myself to a PC as my families house, I might be user  1005.
Now files that have my flash drive have all sorts of permissions issues,
and files I thought were secure (ID = 1002) might be accessible by other 
people. (nephew, etc)

Solution -
generate a unique ID based on the user name.
see attached file for example: 

NOTE: OPEN and READ before use.
Some settings are customizable.

I'm sure there is a better way to do this, but this works for me.
